Because, that person has diverted the call to the number of the minister to trap the creditor.
This is not the way to go online. And the number of SIM card users is increasing due to the easy availability of mobile phones. So the biometric system was introduced.

রাতুল একটা দীর্ঘশ্বাস ফেলে বলল , " সেটা অবশ্য ঠিক। তবে , ইসরাইলে ট্রেনিং নিয়ে আমার নিজের রুপি খরচ হলেও যে অভিজ্ঞতা আর জ্ঞান অর্জন করেছি - সেটা দিয়েই আমি সিবিআইয়ের উত্তর - পূর্বাঞ্চলের চিফ ডিরেক্টার হয়েছি। কিন্তু আপনার দল করলে এমএলএ হওয়ার কোন নিশ্চয়তা ছিলো না। এবং আসামে কিন্তু আপনার দলের তৎপরতাও তেমন নাই। "
দিদি : - সেটা অবশ্য ঠিক। কিন্তু জীবনের তো নিশ্চয়তা নাই। আর সিবিআইয়ের অফিসার পরিচয় দিয়ে কিন্তু সমাজে প্রতিষ্ঠিত হওয়া সম্ভবও না , উচিৎও না।
রাতুল : - সেটা ঠিক। রাজনৈতিক একটা দলের নেতা - কর্মী হওয়াতে সমাজে যতটুকু পরিচিতি পাওয়া সম্ভব , ততটুকু কিন্তু সিক্রেট সার্ভিস করে সমাজে প্রতিষ্ঠিত হওয়া সম্ভব না। কিন্তু সিক্রেট সার্ভিসের যে ক্ষমতা , এটা কিন্তু রাজনীতিতে কল্পনাও করা যায় না।
দিদিও একটা দীর্ঘশ্বাস ফেলে বলল , " সেটাও ঠিক। "
আমি বললাম , " আপনি একজন ভারতীয় হয়ে ইসরাইলে গিয়ে প্রশিক্ষণ নিলেন। ইসরাইল তো মুসলিম বিরোধী একটা দেশ। আর ইসরাইলের প্রশিক্ষণে এত দেশের মিলিটারি অফিসার ছিলো - কিন্তু চীনের কেউ ছিলো না কেন ? "
রাতুল : - ইসরাইল আসলে নিজের স্বার্থটাকেই বেশি করে দেখে। মূলতঃ ইসরাইল মধ্যপ্রাচ্যে নিজেদের রাষ্ট্রকে প্রতিষ্ঠিত করতেই অন্যান্য আরব দেশের বিরুদ্ধে বিবাদে জড়িয়েছে। কিন্তু সৌদি আরব , মিশরসহ বেশ কিছু আরব দেশ ইসরাইলের সঙ্গে মিলিটারি সম্পর্ক বজায় রেখেছে। আমরা যারা অনারব দেশের মানুষ , তাদের কাছে ইসরাইল আর ফিলিস্তিন সমান কথা। আমাদের দরকার মিলিটারি ট্রেনিং আর প্রযুক্তি - সেটা ইসরাইলই হউক আর ফিলিস্তিনের কাছ থেকেই হউক , আমাদের জন্য সমান কথা।
আবার সেই প্রশিক্ষণে চীনের কেউ ছিলো না এই কারণে যে , ইউরোপের লোকেরা এখন চীনকে প্রতিদ্বন্দ্বী বেশি মনে করে। বিশ্বের প্রযুক্তির বাজারে ইউরোপের চেয়ে চীন বেশি এগিয়ে ছিলো - কিন্তু এখন সামরিক শক্তিতেও ইউরোপকে চীন পিছনে ফেলে দিয়েছে। এবং চীনও সামরিক সকল কৌশল রপ্ত করেছে। তাই চীনের কেউই ঐ প্রশিক্ষণে অংশ গ্রহণ করেনি। তবে , শুনেছিলাম , চীন , দক্ষিণ কোরিয়া , ভিয়েতনাম আর কাজাকিস্তানের মিলিটারি অফিসারদেরকে নিয়ে চীনের উত্তর মরুভূমিতে ঐ রকম প্রশিক্ষণ হয়েছে। আসলে , মধ্যপ্রাচ্যের অনেক দেশ রাজনৈতিক কারণে ইসরাইলের বিরোধিতা করলেও , বিভিন্নভাবে ইসরাইলের সহযোগিতাও নেয়।
আমি : - আচ্ছা। তাহলে বাংলাদেশে চোরাই সিমকার্ড কীভাবে ব্যবহার করলেন ?
রাতুল বললো , " আমার ইচ্ছা ছিলো না চোরাই সিমকার্ড ব্যবহার করার। কেননা , স্যাটেলাইট ফোনেই আমার কাজ চলছিলো। কিন্তু গারো মেম্বারের কারণে সিমকার্ড নেয়ার জন্য গেলাম গোয়াতলা বাজারে। গিয়ে সেই লোকটাকে খুঁজে বের করলাম। আমি যাওয়ার পরে , সে আমাকে একটা সিমকার্ড দিয়ে বলল , " এই যে আপনার সিমকার্ড। "
আমি অবাক হয়ে লোকটার হাতের দিকে তাকিয়ে দেখলাম , একটা ন্যানো সিমকার্ড। আমি বললাম , " আমি তো ছবিও দেইনি , আঙ্গুলের ছাপও দেইনি। সিমকার্ড দিচ্ছেন কীভাবে ? আর আমি তো এসে আপনাকে শুধু গারো মেম্বারের নাম বলেছি। "
লোকটা মুচকি হেসে বললো , " আপনি আসার সময়ই মেম্বার আমাকে ফোন করে আপনার কথা বলে দিয়েছে। তাই আপনি এলেন আর আমিও আপনাকে সিমকার্ড দিলাম। বর্তমান সময়ে ছবি তেমন গুরুত্বপূর্ণ বিষয় না। জাতীয় পরিচয়পত্র আর আঙ্গুলের ছাপই আসল। মানুষের চেহারা নিয়মিত খুবই ধীরে বদল হলেও আঙ্গুলের ছাপ বদলায় না। আর জাতীয় পরিচয়পত্র ইস্যু করার সময় আঙ্গুলের ছাপ আর চোখের রেটিনার ফটো নেয়া হয় বলে এখন আর বায়োমেট্রিক পদ্ধতিতে ব্যক্তির ছবি তেমন গুরুত্বপূর্ণ না। সংশ্লিষ্ট ব্যক্তির নতুন ছবি দেয়া হলো , নাকি পুরাতন ছবি দেয়া হলো - সেটার চেয়ে বরং গুরুত্বপূর্ণ হচ্ছে , ব্যক্তির এনআইডি নাম্বার আর আঙ্গুলের ছাপ। "
আমি (রাতুল) বললাম , " কিন্তু এই সিমকার্ডে তো আমার আঙ্গুলের ছাপ নেয়া হয়নি। "
লোকটা বলল , " এটা আসলে আরেক জনের সিমকার্ড। আপনাকে দিচ্ছি ব্যবহার করার জন্য। "
আমি : - তাহলে তো এটা বাতিল হবে।
লোকটা : - বাতিল হওয়ার মত কাজ করলে তো বাতিল হবে।
আমি : - সেটা আবার কী রকম ?
লোকটা : - আজ থেকে দশ - বারো বছর আগেও মোবাইলের সিমকার্ডের কোন রেজিস্ট্রেশন ছিলো না। অপারেটরগুলো নিজেদের মত করে সিমকার্ড রেজিস্ট্রেশন করে বাজারে ছেড়েছে আর ইউসাররা ব্যবহার করেছে। এই কারণেই দেখা গেছে সিমকার্ড রেজিস্ট্রেশন হয়েছে একজনের নামে আর ব্যবহার করেছে আরেকজনের নামে।
কিন্তু সমস্যাটার শুরু হয় তখন থেকে , যখন কিছু ইউসার বাংলাদেশের বিভিন্ন তারকা ব্যক্তিকে ফোন করে গালিগালাজ আর অশ্লীল কথা বলতো , তখন থেকেই।
আরও পরে , রাজনীতিকদেরকেও ফোন করে হুমকি ও গালিগালাজ দেয়া শুরু হয়।
এবং ডাইভার্ট কল করেও মানুষকে ফাঁসানোর চেষ্টা শুরু হয়। মনে করুন , আপনি এক বছর যাবৎ এক লোকের কাছে টাকা পাওনার তাগাদা দিচ্ছেন। কিন্তু সেই লোকটা দিচ্ছে না। একদিন আপনি তাকে ফোন করলেন , কিন্তু সে লোকটা নিজের নাম্বারকে কোন মন্ত্রীর নাম্বারে ডাইভার্ট করে দিলো। আপনি ঠিকই তাগাদা দিলেন - কিন্তু কথাগুলো শুনতে হলো মন্ত্রী মহোদয়কেই। তো মন্ত্রী নিজের সেক্রেটারিকে বললেন , বিষয়টা তদন্ত করার জন্য। সেক্রেটারি তদন্ত করে দেখে , সেটা ছিলো ডাইভার্ট ফোন। তো বিষয়টা পুলিশকে বললে , পুলিশের কর্তারা সেই ডাইভার্টকারীকে দিলেন আইনগত ধমকি। কেননা , অপরাধটা কিন্তু সেই ডাইভার্টকারীই করেছে। কেননা , পাওনাদারকে ফাঁসানোর জন্যই মন্ত্রী মহোদয়ের নাম্বারে সে কল ডাইভার্ট করেছে।
এভাবে তো আর অনলাইন চলে না। আর মোবাইল ফোনের সহজলভ্যতার কারণে সিমকার্ড ব্যবহারকারীর সংখ্যা বাড়ছে। তাই বাধ্য হয়েই বায়োমেট্রিক পদ্ধতি চালু করা হয়।
আমি : - কিন্তু আমারটা বাতিল হবে না কেন ?
লোকটা : - আপনি কখনই আপনার পরিচিত মানুষ ছাড়া অন্যকে ফোন করবেন না। এই নাম্বারটা রেজিস্ট্রেশন করা হয়েছে এমন একজনের আঙ্গুলের ছাপ ও এনআইডি দিয়ে , যে লোক মোবাইলই চালায় না। এবং এই সিমকার্ডটা একটা এলোমেলো নাম্বারের। সাধারণত ভিআইপি নাম্বারে নজরদারি করা হয়। এলোমেলো নাম্বারে তখনই নজরদারি আর আড়িপাতা হয় , যতক্ষণ ঐ নাম্বার থেকে কেউকে সরাসরি অথবা ডাইভার্ট কলে হুমকি না দেওয়া হয়।
এবং আপনি এই সিমকার্ড দিয়ে ইন্টারনেট ব্যবহার করার সময় কখনই বাংলাদেশের অথবা অন্য কোন দেশের আইন বাহিনীর ওয়েবসাইট সাবস্ক্রাইব করবেন না। তাহলে ইন্টারনেটেও আপনাকে নজরদারি করা হবেনা। ফলে আপনি নিশ্চিন্তে আরেকজনের সিমকার্ড ব্যবহার করতে পারবেন। আর এইভাবে সিমকার্ড ব্যবহার করাকেই আমরা চোরাই সিমকার্ড বলি।
এই কথা বলে সেই লোকটা আমার সঙ্গে হাত মিলিয়ে বলল , " জিএলএ (GLA) - তে আপনাকে স্বাগতম। "
আমি বললাম , " কোথায় স্বাগতম ? "
